Hội mua bán fanpage facebook — Need urgent help.

Someone has been making instagram accounts posting my freinds (female, 16-17y/o) numbers on other girls pics and telling people to call them and text them ofc without their permission. And previously he has been making instagram accounts and posting my freinds pics but zooming in on their privates. The same person has been texting them on watsapp from foreign numbers telling them to send him nudes or he’ll show up to their houses and school ( and he stated their adresses wich is even creepier). We are almost sure the person is from my country and not some foreign country but has been using some kind of ip adrresse changer. We have contacted the police and there isn’t much they can do about it.(in my 3rd world country) So we want to contact instagram and try to take these profiles down. Reporting isn’t really doing shit cause he keeps on making new accounts.
